The Chatty app exemplifies this philosophy. The company co-created an app called Chatty that is specifically tailored to the retailer and its employees' needs. Chatty provides information, quickly and accurately, in a conversational tone. It also provides documentation like the employee handbook so its young employees know information is based on corporate policy and don't get confused.
The results speak for themselves: The Chatty app has improved employee morale tremendously, she said, and eased the work environment. It also provides Pacsun management with customer service insights into additional employment needs by location, job type and role.
Understanding the Business from End to End
Gao's unique strength lies in her comprehensive understanding of retail operations. "I think the most important element for successful IT executives is that we need to understand the business from the beginning to the end. Oftentimes, I can proudly say I'm usually the one that knows the whole company's business, from how the purchase order is created to how we pay the vendor and how things are received," she shared in a 2022 interview with Retail TouchPoints.
This holistic perspective has enabled her to identify where AI can create the most value. "Retailers can use AI for real-time promotion based on whether the consumer is on the fence or if they are definitely going to make a purchase," she noted at NRF Nexus 2023, highlighting practical applications that drive immediate business results.

Gao's journey in retail technology spans over two decades, beginning as a software developer and progressing through roles at HomeBase, Wet Seal, and Guess, where she advanced from manager to global CIO over 12 years. She credits a background that's involved understanding in detail the business side of companies she's worked for, "how the purchase order is created to how we pay the vendor and how things are received," as crucial to her success.
When she joined PacSun in January 2020, she faced immediate challenges including COVID-19 and the company's split from Eddie Bauer. Yet under her leadership, PacSun has thrived, doubling digital sales in 2020 and achieving remarkable social media engagement with over 2M followers and 33M likes on TikTok.
A Vision for Unified Commerce
At the core of Gao's strategy is what she calls "Unified Commerce" – This includes Buy Online, Pickup in Store (BOPIS), same-day delivery via Uber and Doordash, and even the Amazon marketplace. This seamless integration across channels reflects her understanding that Gen Z customers expect technology to work effortlessly across all touchpoints.
Her data-driven approach extends to customer lifetime value optimization. She recently implemented a solution to unify and organize customer data, including not just online and in-store purchases but also returns and call center activity. This comprehensive view enables PacSun to deliver the personalized experiences that resonate with their youthful customer base.
